The municipal council is the highest decision-making body of the municipality and is responsible for the municipality's operations and finances, creating the foundation for the well-being and growth of the municipality and its residents. The municipal council acts as the voice of the residents, guiding the municipality through its decisions.

The municipal government, elected by the municipal council, acts as a practical implementer, bringing the council's decisions to life. It is responsible for the implementation of the municipality's administration and finances, prepares council matters, monitors the municipality's interests and represents the municipality externally.

The boards are responsible for organizing municipal services. The boards ensure that municipal services meet the needs of residents and promote the common good. Every task and role is important for us, together we create a developing and vibrant municipality.

Agendas and minutes of the Education and Teaching Committee

The duties of the Education and Teaching Board include the following areas of responsibility: school activities, early childhood education, and morning and afternoon activities.

Education and Teaching Board:

Decides on the working and holiday hours and days off to be observed each academic year in schools and preschools belonging to the municipal school system
Approves the curriculum for pre-primary and primary education and upper secondary education, plans based on them, and school rules of procedure
Approves school and preschool curriculum-based school plans each academic year.
Decides on the basis and amount of the following fees: early childhood education client fees and participation fees for morning and afternoon activities that can be decided by the municipality,
Arranges and organizes municipally maintained student transportation and determines its criteria to the extent that they exceed the minimum legal requirements.
Support decisions in accordance with the Early Childhood Education and Basic Education Act, if the guardian objects to the decision.
Appoints deputy principals of schools and the deputy director of kindergartens.
Decides on the expulsion of a student from an educational institution in accordance with the Basic Education Act and the Upper Secondary Education Act;
Organizes other educational and training services in accordance with the industry.
The board is responsible for the guidance, assignment and supervision responsibilities of the municipality of residence in accordance with the Compulsory Education Act (1214/2020).

Technical Committee agendas and minutes

The tasks of the Technical Committee include the following areas of responsibility: roads and traffic matters, land administration, land and forest areas, water supply and district heating, private roads and the tasks of the road authority under the Private Roads Act, the tasks prescribed for the building authority in the Land Use Act and the Construction Act, and the tasks assigned to the municipality under the Nature Conservation Act and the tasks prescribed for the municipal environmental protection authority.

Technical Committee:

approval of the main drawings and final cost estimate of construction investments for construction projects with a total cost of up to 250.000 euros
approves and confirms street plans, also determining the pavement, (AKL 85 §)
decide on the takeover of a street area before street construction begins, (AKL 95 §)
decides on the commencement of the street maintenance obligation and makes street maintenance decisions, (AKL Section 86)
decides on entrusting street maintenance to a party other than the municipality (AKL 84 §)
approves water management plans;
decides on the leasing of areas and premises needed by the water supply company and their management
renting or otherwise making available for use areas, buildings, premises and equipment belonging to the company;
for the rental of industrial halls, other buildings, parks, squares and other public areas, as well as land, if the duration of the rental agreement is more than one year.
issues statements and positions on waste management on behalf of the municipality.
On the duties of municipalities under the Nature Conservation and Environmental Protection Act and the Built Heritage Act (RpL 498/2010)

As a building control authority, the technical board:

Decides on the tasks prescribed for the building control authority in the Land Use Act and the Construction Act or otherwise.
Decides on the granting of building permits for public buildings, commercial buildings, apartment buildings and terraced houses, industrial buildings over 600 m2, and holiday homes subject to an exemption permit, when the building is new.
Decides on the construction of a ditch referred to in Section 132 of the Construction Act or the placement of a protective embankment or pumping station necessary for drainage in another's area within the local plan area.
Decides on the repair or removal of a nuisance resulting from the alteration of a natural watercourse as referred to in Section 138 of the Construction Act.
Decides on the maintenance of the building and its surroundings referred to in sections 140 and 141 of the Construction Act.
Decides on the placement of municipal technical equipment and minor equipment in accordance with sections 131 and 133 of the Construction Act.
Decides on the completion of construction work referred to in Section 144 of the Construction Act.
Decides on maintaining the suspension decision made pursuant to Section 146 of the Construction Act.
Decides on imposing a penalty or a threat of enforcement pursuant to Section 147 of the Construction Act.
Handles requests for rectification made in accordance with Section 187 of the Land Use Act.

As an environmental protection authority, the technical board:

Decides on the tasks assigned to the Environmental Protection Authority.
Decides on matters provided for the environmental protection authority in the Act on Municipal Environmental Protection Administration or elsewhere.
Grants an exemption from the domestic wastewater treatment requirements pursuant to Section 156 d of the Environmental Protection Act.
On the supervision, exemptions and regulations of stormwater regulations.
Exemption from the connection obligation under the Water Management Act.
On issuing a statement on the plans for extracting soil from neighboring municipalities.
On the protection and termination of a natural monument located in a privately owned area and on the city's statements on the areas to be protected.
The municipality's proposals and statements on prohibitions and regulations under the Off-Road Traffic, Water Traffic and Outdoor Recreation Act.
Threatening to impose a fine or to have it enforced.

The task of the Council for the Elderly and Disabled is to

monitor municipal decision-making from the perspective of the elderly and disabled in order to organize services, support measures and other benefits specifically intended for them and to improve their availability, pay attention to accessible information
promote and monitor cooperation between authorities, elderly people and people with disabilities, and facilitate the participation and influence of elderly people and people with disabilities in municipal decision-making
make proposals and initiatives and issue statements to municipal and welfare region authorities and other parties on issues concerning the elderly and disabled
strive to promote the survival of older people and people with disabilities in various activities, such as housing, transportation, access to social and health services, and cultural and leisure activities
influence the planning and implementation of the environment so that public spaces and their environment are well suited to the needs of the elderly and disabled
Through its own activities, it promotes the voluntary maintenance of the functional capacity of the municipal population, especially the elderly and disabled, and the promotion of health and well-being.
to prepare an annual action plan and activity report on its activities
